GCEA Board of Director’s Meeting, November 2025

GCEA BOARD OF DIRECTORS’ MEETING

The regular meeting of the Board of Directors was held on November 19, 2025, in person in the GCEA Office and via Teams. Meeting was called to order by Sean Toro, GCEA President at 12:15 p.m. and roll was called.

Guest in attendance: Anna Osborne, CEA

MEETING AGENDA APPROVAL:

Motion was made by Elisabeth Bergman to accept the printed agenda for the November meeting. The motion was seconded by Joe Palos. All in favor, motion carried.

FINANCE REPORT:

The October Profit and Loss report was reviewed by the Finance committee and approved via email. The report will be distributed with approved November Minutes. 

MINUTES APPROVAL:

October meeting minutes were approved via email.

NEW BUSINESS:

Stephanie Kinnison, Treasurer, presented the 2026 GCEA Budget. This was done in accordance with our bylaws. Directors are to post the 2026 Budget for membership in their respective departments. Voting on the budget will occur at our December meeting.

December BOD meeting will be held at Back Alley Bowling, on the 17th from 2 pm to 4 pm.

 

PRESIDENT’S REPORT AND DISCUSSION:

·         Sean Toro discussed the updating of the GCEA office. The board will now hold the monthly board meetings in the updated space. Directors are welcome to meet with groups or anyone else who may need a meeting space.

·         Sean is looking into getting GYA individual to come to the office and volunteer for 2-3 hours a week. Stephanie will be available to assist the volunteers and members as needed.

·         Matt and Sean will meet with City Manager on December 3rd.

o   Elisabeth Bergman suggested that they ask how the city is going to change its culture to address the issue of retaining employees. Glendale is still a training ground for new employees. Retention rates are very low in the City of Glendale.

VICE PRESIDENT’S REPORT:

·         Nothing to report from Patty Mundo.

 

 

 

COMMITTEE REPORTS:

·         Community Alliance: Trying to increase GCEA involvement in community. The committee has reached out to Ascencia and others may need assistance on ways to volunteer time.

o   The committee will be donating to Fosterall.

o   Sean suggested we consider being a presence at the city tree lighting event. Use the pop-up tent and hand out bagged candy with GCEA stickers on the bag. Event will be held in the plaza.

o   Leslie Fox will be contacting YWCA to see if we can assist with any events they may have in the future.

·         Political Action: Nothing to report. Chair, Patty Mundo.

o   Gerald Mendoza will be on this committee once again. Anyone who would like to join the PAC committee, please contact him.

·         Benefits: Joe Palos, Chair, nothing to report.

·         Digital Communications: Elisabeth Bergman, Chair, gave a brief report. Anyone who has something to post or interested in posting on website, contact her.  

o   The slide for the Scholarship will be updated to be more generic in detail.

·         Employee Assistance: Stephanie Kinnison gave report. One loan is in jeopardy of still not being paid. One payment has been missed to date as member is on leave.

·         Scholarship: Leslie has updated the flyer, and email will be sent out.

·         Disciplinary: Nothing to report.

·         New Employee Orientation: Next meeting will be December 4th. Kerri or Elisabeth will present. Kerri will contact HR to make sure they will have an in-person meeting on the 4th.

·         Bylaws: The updated bylaws have been sent to the membership. Voting will occur via Survey Monkey on December 2, ending December 3 at 5pm.

o   Greg will assist Sean in posting the bylaws in the GWP area.
